The encryption algorithms contained in MacPGP are so strong that MacPGP is classified as a munition by the United States government. This means that export of this software outside the United States may be restricted.
Despite current export restrictions MacPGP 2.6.3 is easiest to obtain from FTP servers in Europe. There are several FTP servers where you can download MacPGP 2.6.3 (Fatmacpgp263v16.sea.hqx) directly:
